Why is my penis skin look wrinkled?

I’m 17 years old. I recently got this hopefully it can go away. On my penis skin it looks wrinkled a bit. Weird thing is it’s only under my penis not at the glans. When I see my penis it’s fine but when I lift it, it’s wrinkled. I haven’t masterbated for awhile I haven’t tried but I’m pretty sure I can. It feels weird when I touch it. Maybe vaseline or something, I dunno but Im in need of help but if you can’t, thank you.
